POSITION SUMMARY:  The Legislative Advocate leads advocacy efforts on ACSA’s legislative and policy priorities for both state and federal issues, and assists in development and implementation of statewide policies, under the general direction of the Senior Director of Governmental Relations.

The Legislative Advocate works as a member of a dynamic advocacy team and effectively utilizes general direction of targeted areas from designated staff. Works independently and collaboratively with Legislative Advocate team, members of the association, the general public and ACSA staff.

ESSENTIAL DUTIES and RESPONSIBILITIES:
  • Conduct thoughtful, compelling research on specific policy issues that push the conversation forward.
  • Produce exemplary written rationales and analysis, including recommendations regarding the association’s position.
  • Represent and advocate before the Legislature, state agencies, Constitutional Officers, commissions and other boards to advance ACSA’s legislative platform.
  • Communicate regularly with ACSA members through presentations at association events and through written reports.
  • Provide leadership within the association through participation in ACSA events, activities and local and regional meetings.
  • Meet with and maintain working relationships with individual legislators, Constitutional Officers, various Board and Commission Members, Coalitions, legislative and administrative staff.
  • Present written and oral testimony before legislative committees, state and federal agencies, including political updates to active and retired association members at state, regional, and charter meetings, ACSA Board meetings and assigned committees.
  • Serve as staff liaison to association’s standing committees/councils, state agencies, and federal entities and represents (ACSA) at political events.
  • Model accountability while operating with a collaborative style and a commitment to coaching and developing others.
  • Provide staff support to a task force reactor group or working group with ACSA members on priority issues, including public speaking.
  • Extensive public speaking, sitting for long hours, working on a computer and frequent walking.
  • Demonstrate a high level of independent judgment working under periods of significant pressure.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

EDUCATION:
  • Minimum: Bachelors Degree in Political Science and/or educational field preferred.
  • Required knowledge: California public school system and related issues; trends in K-12 education; educational policies and practices; California education laws and regulations (i.e. Education Code); federal education laws and regulations; higher education issues as they relate to K-12; state and federal legislative process and state and federal budget process.

EXPERIENCE:
  • Minimum: (5) Five years of progressively responsible lobbying, policy savvy experience is highly desirable.
  • Demonstrated abilities, highly desirable: compose comprehensive, concise and technical information in a persuasive and informative manner; prioritize multiple activities and build diverse coalition; develop and manage the resources, timelines, and objectives of a project; handle numerous complex issues effectively and simultaneously; establish and convey goals, objectives, and positions; speak effectively before large audiences and communicate clearly, both orally and in writing; work within time sensitive deadlines and highly confidential information; exercise good judgement and sound decisions in work; identify trends to assist with professional development offerings.

Additional Knowledge, Skills and Abilities:
    • Proven record of integrity, collegiality and collaboration in working with colleagues at all levels.
    • Must be self-directed and have the ability to effectively manage multiple priorities and complete assignments within established time frames and maintain timely documentation.
    • Communication skills (written and oral) to clearly, effectively and respectfully interact with diverse individuals, secure and/or provide information to clarify situations and resolve problems.
    • Analytical/ problem solving skills to break down complex problems into component parts, make logical conclusions, and take appropriate actions. Recognize trends, key actions and underlying issues.
    • Proven ability to assess issues and situations beyond 'face value' and the ability to probe beyond routine questions, identify, and resolve discrepancies in information.
    • Proficient with email software, web applications, enterprise software, spreadsheet software, and word processing software.
Physical Demands: Requires frequent sitting, standing, walking, talking and hearing in a standard office setting. Specific vision abilities required by this job include close vision to read printed materials and a computer screen with ability to adjust focus. May rarely lift and/or move up to 25 pounds. The noise level in the work environment is usually moderate. Travel required up to 10% of time.

Salary range for the position is from $130,290 to $168,670 annually.
